Homeland Security Grant Programs
GRANT PURPOSE ELIGIBILITY

Urban Area Security Initiative (UASI)

The UASI program focuses on enhancing regional preparedness – including prevention, protection, response, and recovery -- in major metropolitan areas.

The 62 highest risk Urban Areas are eligible for funding.

State Homeland Security Program (SHSP)

FY 2009: $861 million

SHSP provides funds to build capabilities at the State and local levels and to implement the goals and objectives included in State homeland security strategies and initiatives in the State Preparedness Report.

Eligible entities for SHSP are all 50 States, the District of Columbia, and US Territories.

Metropolitan Medical Response Systems (MMRS)

FY 2009: $40 million

MMRS supports the integration of emergency management, health, and medical systems into a coordinated response to mass casualty incidents caused by any hazard.

124 cities are eligible for MMRS funding.

 

Other FEMA and Homeland Security Grants
GRANT PURPOSE ELIGIBILITY

Public Safety Interoperability Grant Program

$968 million, one time grant, authorized in 2007.

Recipients must provide a 20 percent match requirement for each project.

The PSIC Grant Program assists public safety agencies in acquiring, deploying and training in the use of interoperable communications systems that utilize – or enable interoperability with communications systems that can utilize – reallocated 700 MHz spectrum for radio communications.

States must have an approved Statewide Communication Interoperability Plan (SCIP) and an approved Investment Justification (IJ). So far, 301 projects have been approved.

Commercial Equipment Direct Assistance Program (CEDAP)

CEDAP support equipment in several categories, including information technology and vehicle tracking tools.

CEDAP complements other major grants programs to enhance regional response capabilities, mutual aid, and interoperable communications by providing technology and equipment to law enforcement and emergency responder agencies in smaller jurisdictions and metropolitan areas.

Law enforcement and other emergency agencies that demonstrate that equipment will improve their ability to respond to a major critical incident or to work with other first responders.

Emergency Management Performance Grants (EMPG)

EMPG assists State and local governments in enhancing and sustaining all-hazards emergency management capabilities.

State Administrative Agencies must apply for and administer the EMPG funds.

Emergency Operations Grant Center (EOGC)

FY 2009: $34 million

EOC Grant Program is intended to improve emergency management and preparedness capabilities by supporting flexible, sustainable, secure, and interoperable Emergency Operations Centers (EOCs) with a focus on addressing identified deficiencies.

State Administrative Agencies must apply for and administer the EMPG funds.

Interoperable Emergency Communications Grant Program (IECGP)

FY 2009: $48.6 million

IECGP provides governance, planning, training and exercise, and equipment funding to States to improve interoperable emergency communications. All proposed activities must be integral to interoperable emergency communications and must be aligned with the grantee’s approved Statewide Communication Interoperability Plans (SCIP).

State Administrative Agencies must apply for and administer the EMPG funds.

Regional Catastrophic Preparedness Grant Program (RCPGP)

RCPGP supports coordination of regional all-hazard planning for catastrophic events.

There are 11 high-risk, high-consequence urban areas that have been pre-designated as eligible for FY 2009.

National Infrastructure Protection Program (NIPP)

NIPP prevent, deter, neutralize, or mitigate the effects of deliberate efforts by terrorists to destroy, incapacitate, or exploit elements of our nation's critical infrastructure and to strengthen national preparedness, timely response, and rapid recovery of critical infrastructure in the event of an attack, natural disaster, or other emergency.

 

Transit Security Grant Program (TSGP)

FY 2009: $348.6 million

TSGP provides grant funding to the nation’s key high-threat urban areas to enhance security measures for their critical transit infrastructure including bus, ferry and rail systems.

TSGP eligibility is derived from the Urban Areas Security Initiative.

Freight Rail Security Grant Program (FRSGP)

This will fund security training for frontline employees, the completion of vulnerability assessments, the development of security plans within the freight rail industry and GPS tracking systems for railroad cars transporting toxic inhalation materials (TIH).

Intercity Passenger Rail (IPR)

FY 2009: $25 million

IPR is intended to protect critical surface transportation infrastructure and the traveling public from acts of terrorism, major disasters, and other emergencies within the Amtrak rail system.

Intercity Bus Security Grant Program (IBSGP)

FY 2009: $12 million

IBSGP provides funding to protect the intercity bus systems and the traveling public from terrorism. The program assists operators of fixed-route intercity and charter bus services in obtaining the resources required to support enhanced planning, facility security upgrades, and vehicle and driver protection.

Private operators providing fixed-route or charter transportation by an over-the-road bus servicing an Urban Area Security Initiative (UASI) jurisdiction.

Trucking Security Program (TSP)

FY 2009: $8 million

This program funds security improvements related to tractor and trailer tracking systems. The TSP also provides funding to develop a system for DHS to monitor, collect, and analyze tracking information; and develop plans to improve the effectiveness of transportation and distribution of supplies and commodities during catastrophic events.

Select motor carriers are eligible to receive grants. Applicants must demonstrate that they have the financial and resource capabilities to successfully address the Security Action Implementation and Monitoring and Planning priorities.

Buffer Zone Protection Program (BZPP)

BZPP provides funding to increase the preparedness capabilities of jurisdictions responsible for the safety and security of communities surrounding high-priority pre-designated Tier 1 and Tier 2 critical infrastructure and key resource (CIKR) assets. These areas include chemical facilities, financial institutions, nuclear and electric power plants, dams, stadiums, and other high-risk/high-consequence facilities, through allowable planning and equipment acquisition.

Specific BZPP sites within 51 States and territories have been selected based on their level of risk and criticality.

Operation Stonegarden (OPSG)

The OPSG is intended to enhance law enforcement preparedness and operational readiness along the borders of the United States.

OPSG provides funding to localities to enhance cooperation and coordination between Federal, State, local, and tribal law enforcement agencies in a joint mission to secure the United States borders.

Assistance to Firefighters Grant (AFG)

FY 2009: $565 million

The AFG provides funding for firefighting and emergency response needs of fire departments and nonaffiliated emergency medical services organizations with three programs: Vehicle acquisition, operations and safety, and regional projects (separate applications for each area).

Fire departments and non-affiliated EMS organizations. The term “non-affiliated” means that the EMS organization cannot be affiliated with a hospital. State agencies are not eligible.

 

 

Department of Justice Grants

Justice Assistance Grant Program (JAG)

JAG allows states and local governments to support a broad range of activities – including technology enhancements -- to prevent and control crime and to improve the criminal justice system.

State and local jurisdictions are eligible for JAG funding as identified in the FY 2009 JAG allocation charts. (Coming soon.) Any law enforcement or justice initiative funded under the Byrne Formula or LLEBG Programs is eligible for funding under the JAG Program's six purpose areas.

 

Department of Transportation Grant Programs
GRANT PURPOSE ELIGIBILITY

Commercial Vehicle Information Systems and Networks Grants (CVISN)

CVISN is administered by the Federal Motor Carrier Safety Administration to support initiatives that:

Improve highway safety and security, conduct business transactions electronically, streamline credentials and tax administration, reduce congestion and delays at weigh stations and border crossings.

All states and the District of Columbia.

Positive Train Control Communications Research and Development Program

Awards may be of any dollar value most, if not all, individual awards will have be between $25,000 and $500,000 each.

This is solicitation for demonstrations of various technologies related to grade crossing hazards, positive train control, wireless communications, and train tracking systems, and other functions.

Any responsible source may submit a proposal, including state/local governments, universities and corporations. Teaming arrangements are encouraged.

Rural Fire Assistance Program

The Department of Interior (DOI) Rural Fire Assistance Program is aimed at enhancing the fire protection capabilities of rural fire districts in the wildland urban interface. The program assists with training, equipment purchase, and prevention activities on a 90/10 cost-share basis. This program is aimed at enhancing coordination among local, state and federal firefighting resources.

The rural fire department must serve a community with a population of 10,000 or less and must have a statewide agreement with the state forester who maintains cooperative agreements with the rural fire departments or volunteer fire departments or a cooperative fire agreement with an agency in the DOI.

Broadband Technology Opportunities Program (BTOP)

$4.7 billion authorized by the American Recovery and Reinvestment Act.

BTOP awards grants to eligible entities to develop and expand broadband services to unserved and underserved areas and improve access to broadband by public safety agencies.

State or political subdivisions, a nonprofit foundation, corporation, institution, or association, or any other entity that NTIA finds by rule to be in the public interest.

TeleHealth Network Grant Program

The primary objective of the Telehealth Network Grant Program (TNGP) is to demonstrate how telehealth programs and networks can improve access to quality health care services in underserved rural and urban communities.

A grantee must be a nonprofit or public entity that will provide services through a telehealth or telehomecare network to rural or underserved urban communities.
