Homeland Security Grant Programs
GRANT PURPOSE ELIGIBILITY

Urban Area Security Initiative (UASI)

(The ten highest risk urban areas will be eligible for $524 million.)

The UASI program focuses on enhancing regional preparedness – including prevention, protection, response, and recovery -- in major metropolitan areas.

The 64 highest risk Urban Areas are eligible for funding.

State Homeland Security Program (SHSP)

SHSP provides funds to build capabilities at the State and local levels and to implement the goals and objectives included in State homeland security strategies and initiatives in the State Preparedness Report.

Eligible entities for SHSP are all 50 States, the District of Columbia, and US Territories.

Metropolitan Medical Response Systems (MMRS)

FY 2010: $40 million

MMRS supports the integration of emergency management, health, and medical systems into a coordinated response to mass casualty incidents caused by any hazard.

124 cities are eligible for MMRS funding.

GRANT PURPOSE ELIGIBILITY

Public Safety Interoperability Grant Program

$968 million, one time grant, authorized in 2007.

Recipients must provide a 20% match requirement for each project.

Grant funded projects must be concluded by 9/30/2010.

The PSIC Grant Program assists public safety agencies in acquiring, deploying and training in the use of interoperable communications systems that utilize – or enable interoperability with communications systems that can utilize – reallocated 700 MHz spectrum for radio communications.

States must have an approved Statewide Communication Interoperability Plan (SCIP) and an approved Investment Justification (IJ). So far, 301 projects have been approved.

Emergency Management Performance Grants (EMPG)

FY 2010: $330 million

For FY 2010, all 50 states, the DC, and Puerto Rico will receive a base amount of 0.75 percent of the total available grant funding. The balance of EMPG funds will be distributed based on population.

EMPG assists State and local governments in enhancing and sustaining all-hazards emergency management capabilities.

State Administrative Agencies must apply for and administer the EMPG funds.

Emergency Operations Grant Center (EOGC)

FY 2010: $58 million

EOC Grant Program is intended to improve emergency management and preparedness capabilities by supporting flexible, sustainable, secure, and interoperable Emergency Operations Centers (EOCs) with a focus on addressing identified deficiencies.

State Administrative Agencies must apply for and administer the EMPG funds.

Interoperable Emergency Communications Grant Program (IECGP)

FY 2010: $48 million

For 2010, funding will be allocated based, in part, on risk.

IECGP provides governance, planning, training and exercise, and equipment funding to States to improve interoperable emergency communications. All proposed activities must be integral to interoperable emergency communications and must be aligned with the grantee’s approved Statewide Communication Interoperability Plans (SCIP).

State Administrative Agencies must apply for and administer the EMPG funds.

Regional Catastrophic Preparedness Grant Program (RCPGP)

FY 2010: $34 million

RCPGP supports coordination of regional all-hazard planning for catastrophic events.

For 2010, eligible applicants include the 11 pre-designated high-risk, high-consequence urban areas within the 10 RCPGP sites that received funding in the FY 2009 grant cycle.

National Infrastructure Protection Program (NIPP)

NIPP prevent, deter, neutralize, or mitigate the effects of deliberate efforts by terrorists to destroy, incapacitate, or exploit elements of our nation's critical infrastructure and to strengthen national preparedness, timely response, and rapid recovery of critical infrastructure in the event of an attack, natural disaster, or other emergency.

 

Transit Security Grant Program (TSGP)

FY 2010: $253 million

TSGP provides grant funding to the nation’s key high-threat urban areas to enhance security measures for their critical transit infrastructure including bus, ferry and rail systems.

TSGP eligibility is derived from the Urban Areas Security Initiative. Funding will be allocated, in part, based on risk.

Freight Rail Security Grant Program (FRSGP)

FY 2010: $15 million

This will fund security training for frontline employees, the completion of vulnerability assessments, the development of security plans within the freight rail industry and GPS tracking systems for railroad cars transporting toxic inhalation materials (TIH).

Intercity Passenger Rail (IPR)

FY 2010: $20 million

IPR is intended to protect critical surface transportation infrastructure and the traveling public from acts of terrorism, major disasters, and other emergencies within the Amtrak rail system.

Intercity Bus Security Grant Program (IBSGP)

FY 2010: $11.5 million

IBSGP provides funding to protect the intercity bus systems and the traveling public from terrorism. The program assists operators of fixed-route intercity and charter bus services in obtaining the resources required to support enhanced planning, facility security upgrades, and vehicle and driver protection.

For 2010, eligible applicants under the FY 2010 IBSGP are owners and operators of fixed route intercity and charter buses that serve UASI jurisdictions. Charter companies must make a minimum of 50 trips annually to UASI jurisdictions to be eligible.

Buffer Zone Protection Program (BZPP)

BZPP provides funding to increase the preparedness capabilities of jurisdictions responsible for the safety and security of communities surrounding high-priority pre-designated Tier 1 and Tier 2 critical infrastructure and key resource (CIKR) assets. These areas include chemical facilities, financial institutions, nuclear and electric power plants, dams, stadiums, and other high-risk/high-consequence facilities, through allowable planning and equipment acquisition.

Specific BZPP sites within 51 States and territories have been selected based on their level of risk and criticality.

Operation Stonegarden (OPSG)

The OPSG is intended to enhance law enforcement preparedness and operational readiness along the borders of the United States.

Eligible recipients include local county governments and federally-recognized tribal governments in the states bordering Canada (including Alaska), Mexico, and states and territories with International water borders.

Assistance to Firefighters Grant (AFG)

FY 2010: $390 million

The AFG provides funding for firefighting and emergency response needs of fire departments and nonaffiliated emergency medical services organizations. Funding can be used for equipment, vehicles, training and other purposes.

Fire departments and non-affiliated EMS organizations. The term “non-affiliated” means that the EMS organization cannot be affiliated with a hospital. State agencies are not eligible.

 

 

Department of Justice Grants
GRANT PURPOSE ELIGIBILITY

Justice Assistance Grant Program (JAG)

FY 2010: $519 million

JAG allows states and local governments to support a broad range of activities – including technology enhancements -- to prevent and control crime and to improve the criminal justice system.

Based on a congressionally allocated minimum allocation, with additional funding based on population and initiatives. Once the state funding is calculated, 60 percent of the allocation is awarded to the state and 40 percent to eligible units of local government.

 

Department of Transportation Grant Programs
GRANT PURPOSE ELIGIBILITY

Commercial Vehicle Information Systems and Networks Grants (CVISN)

Projects have a 50% match requirement.

CVISN is administered by the Federal Motor Carrier Safety Administration to support initiatives that:

Improve highway safety and security, conduct business transactions electronically, streamline credentials and tax administration, reduce congestion and delays at weigh stations and border crossings.

All states and the District of Columbia.

Each state can receive a maximum of $3.5 million.

Rural Fire Assistance Program

$7 million for 2010, $20k maximum per award.

The Department of Interior (DOI) Rural Fire Assistance Program is aimed at enhancing the fire protection capabilities of rural fire districts in the wildland urban interface. The program assists with training, equipment purchase, and prevention activities on a 90/10 cost-share basis. This program is aimed at enhancing coordination among local, state and federal firefighting resources.

The rural fire department must serve a community with a population of 10,000 or less and must have a statewide agreement with the state forester who maintains cooperative agreements with the rural fire departments or volunteer fire departments or a cooperative fire agreement with an agency in the DOI.

Broadband Technology Opportunities Program (BTOP)

$2.6 billion in the second and final round of funding.

All applications were due by March 15, 2010.

BTOP awards grants to eligible entities to develop and expand broadband services to unserved and underserved areas and improve access to broadband by public safety agencies.

State or political subdivisions, a nonprofit foundation, corporation, institution, or association, or any other entity that NTIA finds by rule to be in the public interest.

TeleHealth Network Grant Program

The primary objective of the Telehealth Network Grant Program (TNGP) is to demonstrate how telehealth programs and networks can improve access to quality health care services in underserved rural and urban communities.

A grantee must be a nonprofit or public entity that will provide services through a telehealth or telehomecare network to rural or underserved urban communities.
